Can I create folders in a shared iCloud folder

I have shared an iCloud folder with a friend so we can work on a project together. He says it will let

him upload files, but not make new folders - did I miss a setting somewhere, or is that not allowed?

iCloud folder sharing does not allow invitees to manage folder, only the items in them.
