how do I change my apple store from israel to romania?

I can't load my apps on my new Iphone 6 because it says I belong to Israel store & I am in romania- I changed the country region still doesn't help

Change Country on ITunes and Apple I am trying to change my country since i relocated to another country in order to be able to add my payments credentials. I want to change the country from Lebanon to Ireland but It's not working. I get that "you cannot change the store front information for your account at this time."

Follow these steps:

Launch Settings from your Home screen.
Tap on iTunes & App Store.
Tap on Apple ID.
Authenticate with Password or Touch ID, if required.
Tap on Country/Region.
Tap on Change Country or Region.
Choose a new country or region.
Tap on Next.
Tap on Agree to consent to the terms and conditions.
Enter your payment details.
Enter your billing information.
Tap Next.

You'll now be set up in your new country and ready to go :)
