Face ID Unavailable.

I have a brand new iPhone 11 Pro Max. When I try to set up my Face ID it comes up with an error and says "Face ID Unavailable. Please try to set up Face ID later." I have reset my settings, restarted my phone, updated my phone and nothing has worked. Please help figure out what is wrong.
