I have several Photo's libraries and an effective way to import video's is through photos and audio tab in Final cut. however, final cut always opens up the photo library that i am not looking for, and i can't see how i can change how to open the library. Can someone help?

You do as Luis suggests by holding the OPTION key when you launch Photos.
Any connected Photos Libraries will be shown in a list.
Only one Photos Library can be set at a time as System Photo Library for FCP X use:

You have to change it in Photos: open the library you want to use in FCP and click Use as System Photo Library.
