I recently upgraded the OS on my iMac to 10.13.6, and immediately one problem I've noticed is that Quick Look is less functional that it was in 10.11. Specifically, if I try to Quick Look at an mp4 file, all I now get is a perpetual circling wheel. The preview never appears. Doubly odd in that, on a 2012 MacBookPro with the same OS, the Quick Look opens mp4 files just fine.
Works fine here on my iMac running 10.13.6
Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.

Workable but harder for me to work with...the Note tool on the bottom of this editor's toolbar, as shown in the image, to copy and paste the output from EtreCheck. In a Reply before you click post, look for this to add longer texts...
