Disabled iTunes or AppStore

I need help to reset this I had a payment problem because my debit card that was on there I had to get a new one & ever since then it says disabled iTunes or apple store I have a new card I would like to set up but it will not work it still says disabled.

iPhone 8 Plus, iOS 13

"Contact Apple Support for help.


If you see a message that says "Your account has been disabled in the App Store and iTunes," there might be a problem with the payment method that you have on file.

When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
