cannot connect to icloud

I am trying to upgrade iCloud storage. I'm in my Apple phone. I click "upgrade" for iCloud storage. I select storage size I would like. I get "Cannot connect to iCloud. Same outcome on several attempts

Try restarting the device - Restart your iPhone - Apple Support.
