I can not activate my new iPhone

I can’t activate my new phone

Sorry I thought it went through the first time . When i try to activate my replacement phone it says phone cannot be activated because the server cannot be reached. When I try to connect to Mac it doesn’t pop up on the Mac. I tried manually activate it and that also doesn’t work. Apple support seems to be confused as well but we are working on it. I would appreciate if anyone would have any other suggestions
