I tried to use Apple Pay to pay for additional storage for my iCloud account but it didn’t process and I don’t know why. I thought I had set up my Apple Pay properly. How can I check or confirm the status of my Apple Pay account?

Apple Pay is not available for the 5s. Are you talking about your Apple ID payment method? Change, add, or remove Apple ID payment methods - Apple Support
