I have 5mb iCloud storage which is plenty. I have all my photos on the cloud. I want to delete all my photos from my iPhone how can i do this without erasing them from iCloud. I still want them to be accessible

You cannot do that, iCloud Photo Library is for syncing and backup.

if you delete photos on your iPhone, it will also delete all photos everywhere using your iCloud account.

Best you save photos onto your computer before you delete.
