Because you cannot expand your local storage. You can only buy more iCloud storage, which isn't the same as the internal iPhone storage. iCloud storage can be used to offload your pictures, notes, messages, mail etc... but it's not the same as the internal storage. Your only option is to delete stuff (or move it to your computer) or to buy a new iPhone with more storage.
