activation lock problem

Hi . if I cant find previous owner to ask him for remove device from his icloud , what can i do ? i have device's box with IMEI

Activation lock = you will need to contact the original owner to have them remove this device from their account. A password is required to activate this device because its owner has used Find My iPhone to link it to their Apple ID. If this is your device, enter the Apple ID and password you used to set up iCloud. If you were given this device or purchased it second-hand, you will need to contact the original owner to have them remove this device from their account. you will need to contact the previous owner to have them log out of iCloud or go to https://www.icloud.com/find/ My Phone and erase the device, then remove it from their account. If you can’t do that, the device is useless. Apple won't unlock it.

Turn off Activation Lock - Apple Support.
