IPad does not send sms or mms text messages. SMS and MMS does not come up in settings/messages. Text messages sent to an android device will not get delivered. Messages to the same devices from my iphone do go through ok.

Your iPad can only send SMS/MMS messages when paired with an iPhone.

iPad cannot natively access Cellular Messaging services, but can relay via an iPhone. The iPhone must be signed-in to iCloud with the same AppleID as the iPad - and Text Message Forwarding must be enabled on your iPhone.
