I can't sync my new iPhone with the iTunes on my surface computer. It only transfers recently purchased songs not the 800 songs I purchased earlier and ones I downloaded from CDs. What can I do. Any help would be appreciated

I understand you're having trouble syncing content between iTunes and your iPhone, and I want to help.
Are all these songs currently on your computer?
Syncing goes from your computer with iTunes to your iPhone, here's how to do that:
Sync your iPhone, iPad, or iPod using your computer - Apple Support
Do you get an error when trying to sync? What happens?
If the songs are on your iPhone and not on your computer, you cannot sync them in that direction. To move your iTunes library to your new computer, you will need to transfer that library from your old computer:

It looks like you need to follow what you see here from step 2 and then proceed:
"Click the device icon in the upper-left corner of the iTunes window."
Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support
You should be able to follow the rest of the steps from there.

The songs are on my Surface Computer. I read the article, but the settings options that are listed on the site don't appear on my iTunes screen beneath my device options. This is a screen shot of what I see.
I found the button and did what was requested, but after syncing my iPhone still only contains the 23 songs that I purchased from the apple music store, and not the 800 songs that are on iTunes on my computer that were downloaded from CDs years ago, and have been playing on my iPod until it crashed. What's wrong? I can't figure it out and still need help.
I feel I'm going in circles. Is it true that iTunes on my pc will only be allowed to sync the 23 songs with my iPhone that were purchased from Apple, and will not be able to sync the 900 songs from my CD's that I loaded into iTunes over the years. A straight answer would be appreciated.
Sorry. I finally was able to get in touch with apple support, and they worked it out by select all and dragging it to the iPhone icon. I was losing faith, but it was my error, and my faith in Apple is back. Thanks Again
