All the lines on our account have a $300 spending limit each month to charge to the phone bill. How can I get apps charged to our Verizon account? It says I have that $300 limit but I can never figure out how to use it.

Apple does not currently support mobile billing in the U.S. -- see: Availability of mobile phone billing as an Apple ID payment method - Apple Support
Also, unless Verizon offers something other than the following, their Bill to Account option is for hardware and accessories purchased from them, not for apps. See the following from https://www.verizonwireless.com/support/bill-to-account-faqs/
If you're an active Verizon customer with a good payment history, you may be eligible to have equipment upgrades, new devices and accessories billed to your account.
