Can I use iCloud drive to sync my photos across devices without using my iCloud storage?

I cloud drive is used to store files see the article https://support.apple.com/en-in/guide/icloud/mmd0b4a7f5e8/icloud

You can share photos with different devices see the article https://support.apple.com/en-in/HT202786

Note : The photos and videos in your Shared Albums are kept in iCloud, but they don't count against your iCloud storage limit.
