I’ve been receiving 2 messages daily from the past 3-4 months from “BP-BSNLCS”. I have an iPhone 11. I delete the messages also, but they still come everyday at around 6-7 AM. I’ve tried everything, from blocking it to disable the notifications of messages, but they still come everyday at around 6-7 AM Below is also the screenshot for the same.

Try turning on Filter Unknown Senders if it is an iMessage. If it is an SMS, then you need to report it to your carrier to see about blocking it.
