non of us really know what steps apple has already taken

It is your government that needs to approve ECG.


Apple does not publicly talk about the application process.


We, the users, have not had any advanced notice that a country would be approved, until the government has giving its approval and Apple announces that the next software release will support country x, y or z.


Bottom line is that Apple is legally prohibited from releasing ECG in a country until that country approves ECG.


The only countries where Apple may have not applied for permission are countries where the U.S. government has made it illegal for Apple to do business in that country.


So you should assume Apple has asked, and it is either being made to jump through hoops to satisfy your governments requirements, or your government is holding things up (Australia is the one country where people have found information showing that the Australian government that is blocking release). We do not know what your government is doing behind the scenes.
