my iCloud storage is full. I need to backup my current phone because I am getting a new phone in two days and I want everything to transfer over. Can I delete my previous ICloud back up that was in March 1st so I can backup whatever is on my phone today (May 17)???

If your iCloud storage is full -- Manage your iCloud storage - Apple Support.
If you cannot backup -- If you can't back up to iCloud or restore from iCloud backup failed - Apple Support OR If you can't back up your iOS or iPadOS device to a computer or restore it from a backup - Apple Support.
