iPhone Download to Computer help

I have a lot of apps and folders on my iPhone that I need to rearrange. I was reading that I could plug my phone into my laptop, go to the iTunes store and I would be able to arrange my apps on my computer instead of my phone. It doesn't seem to be working or I am not doing it right. Help please?
