Hi , it seems I was charged for an app I didn’t download .

Well you just need to apply for a refund - Request a refund for apps or content that you bought from Apple – Apple Support


Check if you have a subscription and cancel it - See or cancel your subscriptions – Apple Support


We are unable to help with the refund here and you need to deal with Apple
