Is it possible to use a Magic Mouse 2 with Smart Keyboard for 7th gen ipad?
Yes it is! First make sure that you disconnect the mouse from your Mac in bluetooth settings. After you have done that, open bluetooth settings on your iPad, and if you can't see the mouse there click a few times to wake the mouse up.

Thank you so much for responding! The option doesn’t come up on my iPad to connect the Magic Mouse via Bluetooth 🥴..on the other hand the mouse doesn’t seem like it’s even on, ive charged it with the cord, and there is still no indicator that it is even on, note even a led light!😩
Yes, the Magic Mouse doesn't have any indicators other than the switch itself unfortunately.

what's happening when you try and use? I have connected a Magic Mouse 2 to my iPad Air no issues, so it should work
It’s not showing up as a discoverable Bluetooth option😟
Is it turned on?
Ensure that the mouse is turned on, the switch shouldn't be orange but white.
Then click on the mouse a couple of times, sometimes you need to do that to 'wake it up'.
