I'm trying to stack my files on top of one another manually but whenever I try to do so, the files just goes back to its old spot on my desktop. And if I try to slightly move a file from its current spot, it just goes right back, even though it isn't going on top of another file. I'm not sure how to fix this.

Right-click on an empty spot anywhere on the desktop. On the pop up select Sort By, then uncheck Snap to Grid.
If you haven’t already, try restarting your Mac.
It might be way corrupted Finder preference .plist file, but I don’t know which one that would be.
Just tried that, it wasn't on. I tried to see if turning it on then off would work but the same problem is occuring.
BTW, If you have Use Stacks selected and are trying to duplicate this functionality manually with other files, you can't. Stacks only work with the categories that Apple pre-defined.
