Unable to upgrade Catalina (Restart not working)

Hi,

My Catalina installation is stuck at "closing other applications" and not going to restart the computer. Storage space is adequate, no other apps are opening, currently using Sierra 10.12.6. This has happened a few time. I tried to restart my laptop manually and re-install again, still no luck. I attached screenshot. What should I do? Thank you so much.
