Not enough storage for apps

Hi,

I accidentally bought an iPad with 32GB, it's too small and I'm unable to download more apps. The apps take up the majority of device space, as I use iCloud for everything else. I am unable to return it because it's been opened and it's not faulty...and also because of Covid-19.

I've looked at external storage but they're only for photos etc. I need space to download apps. Is there a way around this?
