My screen is dark blue when I turn it on but the buttons work

How can I get my screen to turn on completely? When I turn it on it’s just a dark blue. The buttons and sound/vibrations when I plug it in still work but no display. I’ve tried a hard reset (holding down lock button and volume down button) and that doesn’t fix it.

Do it until you see the apple logo If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support
