How to mute camera shutter?

I try the silent button it doesn't work

iPhone 6 Plus, iOS 12

If it doesn’t silence the camera shutter sound with the mute switch, the device is from a region where muting the camera is not permitted. This restriction can not be overcome.

The shutter sound can not be muted on devices made for some markets (Japan as an example).
