How can I reinstall the voice memos app on my Macbook Pro?

Hello everyone,

I recently decided to transfer all my voice memos from my laptop to my external hard drive and deleted all of them. As soon as I did this, my voice memos app stopped working properly. When I try to open it, it no longer responds and I have to force quit every time. I tried to find a way to uninstall this app by dragging it from my Applications folder to my Trash folder but for some reason, the trash can won't accept it. When I right click the icon, there's no "Move to Trash" option for me to select. If I can't uninstall and reinstall this voice memos app, what can I do to fix this problem?
