Cellular Update Failed

My phone will not let me text or receive calls or use cellular data. I clicked on more info and it says " Check for an update for your iPhone" when I check for an update there is no update. I have connected my iPhone to my laptop and done everything that its asked. My iPhone is a 7

If you see an Update Failed or Apple Pay Not Available alert after iOS update or restart - Apple Support

Update your carrier settings on your iPhone or iPad - Apple Support

If you see No Service or Searching on your iPhone or iPad - Apple Support

iPhone 7 Repair Program for "No Service" Issues - Apple Support...this may apply to your phone...
