See If you get an error when trying to activate iMessage or FaceTime https://support.apple.com/en-us/HT201422

  1. Make sure that you’re connected to a cellular data or Wi-Fi network. If you're using an iPhone, you need SMS messaging to activate your phone number with iMessage and FaceTime. Depending on your carrier, you might be charged for this SMS.
  2. Go to Settings > General > Date & Time and make sure that your time zone is set correctly.

Go to Settings > Messages and turn off iMessage.

Go to Settings > FaceTime and turn off FaceTime.

Restart your device:

Turn iMessage and FaceTime back on.

What do you mean by you aren't signed into your ID correctly? Error message(s)?

Messages Troubleshooting.

Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch

Try a forced restart.

Reset Device.

If necessary

Hard reset.

Do a backup and try a factory reset. Then restore from your backup.
