I lost my iPhone and did a claim for a new phone but I have some pictures and videos I didn't see in my icloud can I still get them if Apple erased my information. And can Apple transfer my pictures from my old phone to my new one and all my info.

You have lost your iPhone. That lost iPhone is gone. You don't have it and Apple does not have it. Nothing can be recovered directly from your lost iPhone because no one that you know has it. It is gone.
The only possible thing that can be done is when you get your new iPhone then you can recover what is on the iCloud like you stated in your post. Do you have a backup of your old iPhone created on your computer? If YES then you can restore your new iPhone from that backup and if NO BACKUP on computer then all you have is what is on the iCloud.
