How to get permanently deleted photos back?

So, I got a new phone (iPhone 11 pro) three days ago and wanted to delete all my 24 000 photos from the old one (iPhone 8). Turns out they were also deleted from my new phone, but just a few days later. And yes, I deleted them also from "Recently deleted"-album. Can I somehow get them back from iCloud ore something? There were lots of memories that I want back.
