Left airpod sound very low

I thought my left 2nd gen airpod had stopped working. I forgot the device and then paired it again with my phone multiple times. I even reset the network settings but I was still having the same issue. I found if I went to Settings>Accessibility>Audio/Visual it allowed me to adjust the balance of the audio between the two. I drug it all the way to the left and I then had zero sound in my right but I could finally hear it in my left. Though even with the volume all the way up, the sound was still very low. If I set it about half way between the center and the left and turn the volume up, it almost sounds normal. Is this a hardware issue? or is there something else I can do to troubleshoot? I had both airpods recently replaced a couple months ago for a mic issue so they're still fairly new.
