Safari 13.1 opens with top sites. Instead I want it to open with my 5 Favourites tabs

Yes to. both ... screenshot and this is what opens
In Safari/Preferences/General, is New tabs open with set to Favorites? Is Safari opens with set to All windows from last session?
What happens if you remove the HomePage?
same thing
Have to ask, after removing the Home Page, did you quit/reopen Safari, and test?
sure ... I even erased the cookies and all history to make sure
I try to download file. but safari didn't recognize
