Other system excessive memory

Hello so basically my memory was full. So I upload videos to iCloud Drive via files and then I deleted them from my iPhone. I cleared them from the recently deleted too. Then I restarted my phone. While the memory the photos took went down by like 20GB, the “other memory” increased by the same amount. Now my memory is still full with no change and I don’t know how to clear the other files. Please advice me how to fix it.
