my apple tv is flashing the screen on and off as if its losing connection to my tv. I have tried a new cable and connected the apple tv directly to my tv. the power light is on solid but the screen flashes on and off.
what is the issue?

Although you've tried a new cable, have you verified the cable is 4K-capable.
One of HDMI's greatest flaws is that there is no visual way to identify the 'generation' of HDMI cables. Old/original (and also cheap) cables don't have the bandwidth to support 4K.
If your cables are 4K-rated then you may need to reach out to Apple, but I thought I'd mention it.
This is almost certainly a cable issue. Cheap HDMI cables can't support 4K and Dolby Vision data rates.
If you're running the connection through a 4K receiver, note that all cables in the chain (AppleTV -> Receiver; Receiver -> TV) have to support 4K rates.
I have reset my apple tv a couple of times. It appears the Dolby Vision and Chroma above 4:2:0 is causing the issue. I have a 4k HDR dolby vision capable TV.
