My iphone 10XS won't ring unless that number is in my contact list resulting in many important missed calls. How do you make it ring on all calls?

I see you have a concern about calls not ringing unless the caller is in your contacts.
Detect and block spam phone calls - Apple Support
It sounds like you have the Silence Unknown Callers function enabled. The article linked above will show you how to disable that.
