If the money was withdrawn by the App Store/iTunes, normally, all sales are considered final, but you can ask for a refund.

If you have received a confirmation email, click the Report a problem link at the bottom.

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.

You are likely to have been scammed. Did you provide any potentially damaging information to anyone? If yes, you'll need to follow up, for example, with a credit card company, Apple, your bank, etc.

If you gave you Apple ID password to the scammer, then

From above, "Did you provide any potentially damaging information to anyone? If yes, you'll need to follow up, for example, with a credit card company, Apple, your bank, etc."

In sum, you'll need to contact the source that is paying the scammed amount and have them stop paying it assuming you definitely were scammed.

By any chance did you see a message that your device has been disabled in the App Store and iTunes.
