If I run out of storage on my phone and buy storage on iCloud and back up all my photos, can I delete the photos on my phone and keep them only on iCloud to save storage on my phone.
I was told this would work but I logged into my iCloud and it showed only the pictures I had in my phone and the ones I deleted were in recently deleted and still took up my phone storage.

No, look into google photos, drop box etc.
import pics to a computer as you would a digital camera and then copy to thumb drive.
Backing up to icloud is a good idea, but it only backs up data on your phone, so once you delete it and do another backup it won't have those photos.
