Can’t change region of Apple ID

How can I change a region of payment? I can’t change a payment method because I have a subscription which is need to be paid. But I don’t have an access to the old Payment method and can’t make a new payment method because of region.

How can I change it from Ukraine region to Israel region ?

You won't be able to change country if you owe iTunes money. Try contacting iTunes Support : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you actually live ; click on Get Support down the page)
