OS Catalina unable to update

Every time I try to update my MacBook Air 2015 it comes up with an error that says PKDownload error 3.

What is going on? How can I fix this issue?

Once the installer is downloaded, boot into SafeBoot mode and run the installer from this environment:

Try a SafeBoot https://support.apple.com/en-us/HT201262
