Since one of the later updates to Mojave and now on Catalina, Safari only shows 14 favourites when I click in the address bar. If I open up a new tab it shows all my favourites and there's a show more/less option. I had hoped that it would be fixed or that there would be an answer on the web somewhere but can't find anything. Any ideas?

If an Issue with Safari after Upgrade:
Try the following, if an upgrade has issues with Safari:

Reset your SMC and your NVRAM:
Sometimes changes are made to the system and then settings (i.e. for power) become manipulated, in the technically. So, reset both on your Mac.
Do you see a "Show More" button at the top right corner of the Favorites page?
The screen shot you posted doesn't show that option.
I added 2 Test folders to the Favorites to test in addition to 14 items I had.
It shows all 16 items.
It is not easy to remove Safari.plist nowadays to remedy this kind of a problem.
A user has to reinstall macOS or reinstall latest update to get a fresh copy of Safari.
If you wish, as a test, you can try Safari Technology Preview.
This is a free standing advanced version of Safari.

Try emptying caches from Develop menu.
Add Develop menu to Safari menu bar.
Click Develop and then "Empty Caches".

When you get a chance, create a new Favorites folder and test.

Do you see a folder which has Favorites in it.
I have a folder titled "ASC" which has five favorites in it.
When I click open the ASC folder, folders and other entries inside are shown.
This is not happening on your Mac?
Yes, I have a folder called Business which has 9 favourites inside. I've attached a pic of my favourites window, missing 1 because it only shows 14 in total and the drop down is double the size it needs to be. If I add anymore favourites they don't show. If I click to open the sidebar in Safari they appear in there fine.
Thanks, tried all that and it still shows 14 favourites. When I click in the address bar the box that drops down is also double the size of the available rows of icons. Half is filled with the two rows of 14 icons and the other half is blank.
I have one folder which contains nine bookmarks, plus another fourteen bookmarks included in Favourites outside of that folder. When I click the address bar the drop down only shows the folder and thirteen bookmarks.
Open a new tab which shows all Favorites.
Copy the URL address.
Open the tab that doesn't show the favorite in question.
Enter the address in the search bar, visit the site.
Click the Share button and then "Add Bookmark"
Point it to the Favorites folder.
Does it work?
Click Show sidebar button in the Safari Toolbar.
Select Bookmarks.
Click open the Favorites folder.
How many folders are listed there?
No, it adds to the sidebar list but doesn't show in the favourites drop down.
Tried that, hasn't worked. Emptied the cache, created a new folder and pointed Safari to it, added all my bookmarks, still only displays 14 favourites within a large drop down.
No show more link. If I open a new tab it displays all my favourites and I get the show more/less option but not in the address bar drop down.
