How can I silence my iPhone? When I use do not disturb, I cant receive phone calls ( instead of receiving them silently) .

I believe it used to as well. It's not a change that I liked either. I've submitted feedback to Apple:
That is the point of Do Not Disturb. If you just want to silence the phone, use the mute switch. It's the little slider just above the volume buttons.
The problem that I am now encountering with the mute switch is that it doesn't silence those listed as emergency contacts (pretty sure it used to though)
Think I’ve got it. Check in contacts. Need to toggle off ringtone/text tone to default instead of emergency bypass on.
