There's a "Deleted Users" folder, and inside it is a greyed out folder. I've tried deleting it with Clean My Mac etc. and it fails. I've tried dragging it to the trash (using an admin account), but then it starts listing off files that it says are "needed by mac os". How do I delete this old user file?

Sounds like you are trying to delete something that does not belong to you.

Format and Install Anew:
You could always delete this file by Formatting the Hard Drive and then Installing the macOS Catalina anew. Then you would transfer it all over using Migration Assistant.
What to First Create:
A. Create: a USB bootable installer disk of Catalina
B. Create: a Time Machine Backup
Then Format the Drive and Install macOS Catalina Anew:
Perhaps I should have said "user folder" instead of "user file".
Makes no difference you still do not own the file/folder to delete.
Anything in your home folder is fair game.

I will add, CleanMyMac is known to cause nothing issues on the Mac, and always advised to uninstall it.
