Sync in what way exactly?


You can restore the new iPad with a backup made from the older one to get it set up with everything the older one had: Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support


Then you can use continuity to set up other things to sync: Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
