Can’t pay Apple Music

I can’t pay Apple Music with my Apple ID credit I have $15 in my account since October I can’t seem to use it

iPhone 8 Plus, iOS 13

Do you already have a subscription or are you trying to add a subscription? Subscriptions require that you have a credit card on file.
