I just bought a Macbook Pro 16 inch, and I was wondering if I can use my Apple USB-C Digital AV Multiport Adapter to charge my Macbook using its USB-C passthrough port at full 96w power.

That depends on which version of that adapter you have.
I support a few hundred Macs, and what I've written below is based on personal observation. I haven't seen it documented anywhere.
Adapters made before August of 2019, labeled as Model A1621, only pass ≅55 watts when used with 16-inch Macs and their matching 96 watt adapters.
The newer version, model A2119, passes ≅90 watts.
You can see how much power your Mac is getting by typing this command in the terminal:
system_profiler SPPowerDataType | grep Wattage

Yes. The USB-C port is specifically for charging the device its plugged into. It supports the 96w the MacBook Pro needs to charge.
