iPad is diabled and will not connect to omputer or iTunes

How do i connect an iPad to iTunes when iPad device says its diabled and to connect to Itunes?

It must be turned off before you connect it to the computer and then follow the steps specific to the model of iPad that you have. See: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
