How do I upgrade to photos from iPhoto now that I have upgraded my OS

Photos is included with macOS and is in the Applications folder. When you open it for the first time it should import your iPhoto library automatically. If it does not, then quit. Now, hold down the OPTION key as you double-click on the Photos app. This should open a dialog in which you can locate the old library to import your images.
