I have a brand new iMac. How do I use Time Machine to load everything from my 2012 iMac to my new one?

Before you ever turn the new Mac on, hook up the HD with Time Machine back up on it to the new Mac with a USB cable. When you go thru the set up process you will be asked if you want to use Migration Assistant. Click "Yes" and you will be given step by step instructions on screen.
